Believe it or not, Des Moines, Iowa hasn’t allowed trick-or-treating in over seven decades. That is, until now. This year, kids

will be allowed to go door-to-door on Halloween with the rest of the country. Before this, the town participated in “Beggars

Night,” the night before Halloween.  This was established as an alternative to trick-or-treating in an effort to cut down on what

was called “hooliganism.” So, why the change?  Apparently, Des Moines had to cancel festivities due to heavy rain. No word
